Hazardous substances.
Across Europe, there are now laws regarding certain hazardous substance, such as lead, being used within electronic equipment. The general idea of these laws is to reduce the amount of these substances being dumped.

European standard.
European standard... like that ever happens.
As usual for Europe, one basic standard cannot really be agreed on. But you have to consider the size of Europe and diversity of cultures - the idea of common standards really is for people living in a dream world.
Although there is a common European recommendation, each member state can make their own decisions based around the EU document. This makes sense, as there are such differences in the market place of each member.

British laws.
The UK brought RoHS rules into effect in 2006, with a list of exclusions. These exclusions are there for various reasons, such as no alternative being available or backward-compatibility.

Who it affects.
In general, the laws affect manufacturers and dealers. Manufacturers may also include people making something for their own use - you still manufactured the product.
The laws also affect the service industry, although they also have a large area of exclusion from the rules. You should be aware of these exclusions, as there are technical reasons which you may find out about if you try to comply where it is not needed.

UK Exclusion: Products first placed on the market before 2006.
It may be considered rather unreasonable to demand that all manufacturers redesign their existing products to meet the new specifications. The result of such demands could be that businesses cease trading as they cannot redesign in time or cannot afford the costs of starting the whole product range from scratch.

When servicing non-compliant equipment, non compliant parts and solder may (and should) be used.
To meet with the required standards, many components had to be re-designed and made with different materials. Using new, compliant components and materials within circuits designed to be used with the old materials can cause problems.
